			<content:encoded><![CDATA[<p><img class="aligncenter size-medium wp-image-858" title="map of guam" src="http://ofw.talk-pick.com/wp-content/uploads/2010/09/map-of-guam-231x300.jpg" alt="map of guam" width="231" height="300" />Seven companies have been selected by the U.S. Navy to form the joint venture in Guam (Guam MACC Builders) that will be given the bulk of the design and construction work for the pending Marine Corps relocation and other military projects in Guam.</p>
<p align="justify"><span id="more-854"></span>The projects, which are in preparation for the transfer of 8,000 U.S. troops and their dependents from Okinawa to Guam, will include barracks, dormitories, administrative facilities, communication facilities, educational facilities, medical facilities, dining facilities, recreational facilities, retail facilities, industrial facilities, warehouse facilities, ranges, operational training facilities, roads, streets, bridges, site utilities, infrastructure, waterfront-marine facilities, piers, wharves, dredging, aviation facilities including hangars, runways and aprons, and other base development facilities.</p>
<p>It is the largest contract to be awarded in the history of Naval Facilities Engineering Command Pacific, and the largest single contract that will be awarded in connection with the military relocation agreement between the U.S. and Japan.</p>
<p>The military&#8217;s proposed relocation, which is scheduled to be completed by 2014-2015, will initially start at January 2011.</p>
<p>Obayashi Corp. of Japan, which is part of the seven contractors for the $4 billion design-build, multiple-award construction contract in Guam and thru its authorized recruiting agent for manpower pooling is opening the opportunity for Filipino workers.</p>
<p>Interviews will be conducted starting October to December 2010 with tentative mobilization of hired workers on January 2011. Please take note that as per POEA Memorandum Circular, there should be no placement fee for workers to be deployed to the United States of America (USA) under the H-2B Visa.</p>
<p>The following documents are required so you can be shortlisted for the final interview:</p>
<ul>
<li>RESUME with 2X2 or passport size color photo (scan or pasted). Resume last page must have specimen signature (signed or scan).</li>
<li>PASSPORT: valid for  at least 1 year from January 2011, or valid at least up to February 2012 or more.</li>
<li>EDUCATION CERTIFICATE of highest education (Diploma or Transcript) &#8211; DFA authenticated or with red ribbon.</li>
<li>EXPERIENCES CERTIFICATE (Employment Certificate or Company ID or Employment Contract or Job Offer Letter or OEC Certificate).</li>
<li>COMPETENCY CERTIFICATE (Seminars or Trainings related to position applied).</li>
<li>TRADE TEST CERTIFICATE for Skilled Workers (if available) and/or PRC LICENSE CERTIFICATE for Engineers (if available).</li>
<li>PROFESSIONAL DRIVER’S LICENSE and/or OPERATOR’S LICENSE (if applicable to position applied).</li>
<li>NBI CLEARANCE for Abroad, issued in 2010.</li>
<li>NSO Birth Certificate, issued in 2010.</li>
<li>SALARY OFFER: Copy of Latest or Previous Employment Contract, Appointment Letter, and/or Payslip showing Monthly Salary.</li>

<p style="text-align: justify;">The charging of placement fees to Guam-bound workers is illegal – POEA says.</p>
<p style="text-align: justify;">The Philippine Overseas Employment Administration warned anew Philippine recruitment agencies from charging placement fees from applicants bound for the US, including Guam for jobs falling under the H-2B visa category or non-agricultural temporary worker.</p>
<p style="text-align: justify;"><span id="more-825"></span>The policy, contained in POEA Memorandum Circular No. 10 Series of 2009 issued in September last year is in line with US Government regulations which forbids the charging of recruitment or placement fees from a worker as a condition for employment under an H-2B visa.</p>
<p style="text-align: justify;">POEA has adopted a policy that prohibits charging of placement fees from workers applying for jobs in countries that do not allow charging of such fees since 2001. The US, including Guam, is now one such country that forbids the charging of placement fees from workers. Other countries that prohibit the collection of placement fees from workers are United Kingdom, Ireland, Israel, some parts of Canada like Alberta, Manitoba, British Columbia, Saskatchewan, and Netherlands.</p>
<p style="text-align: justify;">Administrator Jennifer Jardin-Manalili said that administrative charges carrying a penalty of cancellation of license shall immediately be filed against recruitment agencies found violating the no-placement fee policy in these countries.</p>
<p style="text-align: justify;">Manalili also urged jobseekers to visit the POEA website at www.poea.gov.ph or call hotlines 722-1144/7221155 or text 2917 for any developments on the Guam labor market.</p>
<p style="text-align: justify;">&#8212;&#8211;</p>
<p style="text-align: justify;">As per Memorandum Circular No. 10 Series of 2009, there should be no placement fee for workers to be deployed to the United States of America (USA) under the H-2B Visa.</p>
<p style="text-align: justify;">The memorandum entitled <strong>No Placement Fee for Workers to be Deployed to the United States of America (USA) Under The H-2B Visa</strong> reads:</p>
<p style="text-align: justify;">Pursuant to Section 2-C, Rule I, Part VI of the 2002 POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Workers, adopting a no placement fee policy for countries where the prevailing system, either by law, policy or practice, does not allow the charging or collection of placement and recruitment fees and in view of the regulatory changes implemented by the U.S. Department of Homeland Security (DHS) for the entry of foreign labor in the USA, specifically those falling under the H2B visa category or temporary skilled laborers, the following guidelines are hereby issued:</p>
<p style="text-align: justify;">I. Coverage</p>
<p style="text-align: justify;">These guidelines shall cover workers who will be entering the United States under the H-2B Visa Category. An H-2B Nonagricultural Temporary Worker is an alien entering temporarily into the USA to perform temporary services or labor without displacing qualified United States workers available to perform such services or labor and whose employment does not adversely affect the wages and working conditions of United States workers.</p>
<p style="text-align: justify;">II. No Placement Fee Policy</p>
<p style="text-align: justify;">Recruitment cost or placement fees shall not be charged to a worker to be deployed under an H-2B visa category. No job placement fee or other compensation under any guise whatsoever, may be collected from said worker as a condition of an offer or condition of employment.</p>
<p style="text-align: justify;">III. Other Fees and Charges</p>
<p style="text-align: justify;">Visa fees, transportation costs to and from the worker’s destination or jobsite within the U.S. territories and other fees and charges not otherwise considered as placement fees or recruitment costs shall continue to be governed by Rule V, Part II of the 2002 POEA Rules and Regulations on Fees, Costs and Contributions and other pertinent issuances.</p>
<p style="text-align: justify;">IV. Sanctions</p>
<p style="text-align: justify;">Violation of the no placement fee policy insofar as workers bound for employment in the USA on an H-2B visa is concerned, is a serious administrative offense with a penalty of cancellation of license under Section 1-A (5) of Rule IV, Part VI of the same Rules and Regulations Governing the Recruitment and Employment of Landbased Workers.</p>
<p style="text-align: justify;">This Memorandum Circular takes effect immediately.</p>

<p align="justify">Recruitment of health workers in the US is set to continue until 2014. This is another good news for Filipinos hoping to land nursing jobs outside of the Philippines particularly in the US.</p>
<p align="justify"><span id="more-647"></span></p>
<p align="justify">Although local nurses are also needed in the Philippines, Filipino doctors and nurses prefer to go somewhere else abroad where opportunities are greater and brighter in terms of career advancement and of course &#8211; much higher salaries.</p>
<p align="justify">According to Emmanuel Geslani who works for FAME or Federated Association of Manpower Exporters, approximately 1.2 million nurses more will be hired in the US until 2014. The statement was based on the US Department of Health and Human Services.</p>
<p align="justify">Since the visa processing for foreign nurses has yet to be made easier by US States Citizenship  and Immigration Service or USCIS, Filipino nurses should not exclusively wait for the nursing job opportunities in the US but instead seek job opportunities and gain work experiences either locally or elsewhere abroad. Geslani also cited that numerous job opportunities also awaits Filipino nurses in the Middle East.</p>
<p align="justify">Instead of idly waiting for the just the US job opportunities alone, why not apply elsewhere where you can gain more nursing experience and improve your nursing potential and qualification?</p>

<p align="justify">Despite the fact that Filipinos face stiff competition when it comes to construction job opportunities and employment in Guam, Filipino health care personnel will be in demand once Guam is transformed into a major US military base in the Pacific.</p>
<p align="justify"><span id="more-396"></span>This is according to Guam Governor Felix Camacho. Underserved in health care services, Filipino nurses, doctors and other healthcare workers will be needed starting 2012. This will give ample time for aspiring Filipino doctors and nurses to prepare by taking the necessary US exams like NCLEX, CGFNS, IELTS and US Board Certifications.</p>
<p align="justify">Employment opportunities in the expanded naval hospital will also be needing medical technicians in radiology, cardio laboratories and CT scan, occupational and physical therapists, medical transcriptionists and medical administrative personnel.</p>
<p align="justify">Actual demand for these healthcare workers will start in 2012 so better start preparing.</p>

<p align="justify">Although Filipinos are preferred in Guam, construction workers in the US may compete with Filipinos seeking overseas employment and may get in the way of getting Filipinos hired for construction jobs.</p>
<p align="justify"><span id="more-383"></span>And because of the poor economic condition and unemployment situation in the US, these workers in the US may be prioritized.</p>
<p align="justify">Construction jobs will be opened to everyone since new barracks, dependents&#8217; housing, new roads and other infrastructures and buildings will be constructed to accommodate the transfer and relocation.</p>
<p align="justify">Although there are still no job orders approved by POEA and the employment contract is still being finalized, the POEA and Guam Labor officials have already agreed on the hourly wages which will start at $12.</p>
<p align="justify">The demand for construction workers will start by the first quarter of 2010 and actual construction will start in July 2010. The 18-month project is expected to be completed by 2012.</p>
<p align="justify">Nevertheless, those interested for construction jobs in Guam should be prepared since the application process will start in a few months from now. With the immense skills and knowledge Filipinos have, there is no doubt we can be as competitive as ever &#8211; prioritized or not.</p>
